Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are fought: optimistic declarations are issued from various governments. Significant resources is devoted on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from across the border, a capability enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons flew past – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a incoming threat. This was a modern interception technology at work, most likely delivered by partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to sober acceptance: perhaps the hostile projectile won't strike its target this time, sparing the city from catastrophe and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.
Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's vital need on international aid – a dependence that neighboring countries are evidently unprepared to fill in the near term.
Ineffective Peace Efforts
The 28-point plan from American leadership provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, no doubt, persist.
Strategic Calculations
It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington works based on a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is unrealistic to pressure the Kremlin to abandon the areas that it already controls in Ukraine's south or east.
The problem is that while accepting these circumstances, American administration does little to discourage Russia, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leader remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but preventing a entire defensive failure until circumstances change in its benefit.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their mission will now be much harder after current events, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a only one week to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
